អ្វីទៅជា ICT?

តើអ្វីទៅជា ICT?” នេះបើតាមចម្ងល់របស់សិស្ស និស្សិតមួយចំនួនដែលអ្នកខ្លះធ្លាប់តែឭគេនិយាយពីពាក្យ ICT ប៉ុន្តែខ្លួនមិនបានដឹងច្បាស់អំពីអត្ថន័យ ចំណែកឯអ្នកខ្លះទៀតយល់អំពីអត្ថន័យប៉ុន្តែបែរជាយល់ច្រឡំទៅវិញ។

ពាក្យ ICT គឺជាពាក្យផ្លូវការមួយមកពីពាក្យពេញ Information Communication Technology ដែលក្ដោបយកក្រុមនៃឧបករណ៍ ឬ កម្មវិធីអាចទំនាក់ទំនងគ្នាបាន ក្នុងនោះមានដូចជា៖ វិទ្យុ, ទូរទស្សន៍, ប្រព័ន្ធកុំព្យូទ័រ, ឧបករណ៍កុំព្យូទ័រ និងកម្មវិធីកុំព្យូទ័រ។
- I = Information ៖ គឺចង់ផ្ដោតទៅលើការផ្ទុកនិងគ្រប់គ្រងទិន្នន័យឲ្យមានលក្ខណៈ សុក្រឹត រៀបរយទៅតាមប្រភេទទិន្នន័យនីមួយៗ និងអនុញ្ញាតឲ្យគេងាយទាញយកទិន្នន័យមកប្រើប្រាស់បានយ៉ាងឆាប់រហ័ស បំផុត។ កម្មវិធីប្រើសម្រាប់ការរក្សាទុកទិន្នន័យទាំងអស់នោះមានដូចជា Ms. Access, SQL Server, My SQL, Oracle, MDX និងកម្មវិធីជាច្រើនទៀត។

ឧបករណ៍ ឬបច្ចេកវិទ្យាប្រើសម្រាប់ការទំនាក់ទំនងខាងលើមានដូចជា ការប្រើបណ្ដាញកុំព្យូទ័រ (Networking), ការភ្ជាប់ដោយមិនចាំបាច់ប្រើខ្សែ (Wireless Networking) និងបណ្ដាញអ៊ីនធឺណិតជាដើម។
- T = Technology ៖ មានន័យថាជាការបញ្ជូនទិន្នន័យ, បង្កើតទំនាក់ទំនង, ផ្ទុកទិន្នន័យ, ការគណនា, បញ្ចូលទិន្នន័យ និងទាញទិន្នន័យពីកម្មវិធីដែលផ្ទុកមកវិញដោយបច្ចេកវិទ្យា។
ជាសរុបមក ICT គឺជា[បច្ចេកវិទ្យា ទាំងឡាយណាដែលអ្នកស្រាវជ្រាវ ឬអ្នកវិទ្យាសាស្ត្របង្កើតឡើងដើម្បីផ្ទុកទិន្នន័យ, បញ្ជូនទិន្នន័យ និងទំនាក់ទំនងនៅក្នុងស្ថាប័នមួយ, តំបន់មួយ និងឆ្លងពីតំបន់មួយទៅតំបន់មួយទៀត ក្នុងនោះគេក៏អាចហៅ ICT ជា IT] ក៏បានដែរ។
បើនិយាយអំពីវិស័យ ICT នៅក្នុងប្រព័ន្ធអប់រំវិញ ICT បានផ្ដល់អត្ថប្រយោជន៍ជាច្រើនដោយក្នុងនោះអាចឲ្យសិស្ស និស្សិតទំនាក់ទំនងតាមប្រព័ន្ធអ៊ីនធឺណិត ឬស្រាវជ្រាវឯកសារនៅលើ E-Library។ ប៉ុន្តែទោះជាយ៉ាងនេះក៏ដោយ ការសិក្សាជំនាញនេះមានត្រឹមតែ៦ទៅ៧ភាគរយ ប៉ុណ្ណោះ។

ទូរស័ព្ទវៃឆ្លាតកើនឡើងទ្វេដងនៅអាស៊ីប៉ាស៊ីហ្វិកឆ្នាំ២០១៦

ទីផ្សារទូរស័ព្ទវៃឆ្លាតនៅតំបន់អាស៊ីប៉ាស៊ីហ្វិក ត្រូវបានរំពឹងទុកថា នឹងមានកំណើនឡើងទ្វេដង គឺមានចំនួនប្រហែល២០០លានគ្រឿងក្នុងឆ្នាំ២០១៦។ ភាគច្រើននៃម៉ូដែលវៃឆ្លាតទាំងនោះ ប្រើប្រាស់ប្រព័ន្ធប្រតិបត្តិការ Android របស់ Google ។ នេះបើតាមការចុះផ្សាយរបស់ Channel News Asia។

ក្រុមហ៊ុនប្រឹក្សាទូរគមនាគមន៍ Ovum បានបង្ហាញឲ្យដឹងផងដែរថា ការកើនឡើងប្រជាប្រិយភាពនៃទូរស័ព្ទទាំងនេះ បានធ្វើឲ្យអ្នកប្រើប្រាស់ចំណាយពេលច្រើនប្រើអ៊ីនធឺណិតនិង អ៊ីម៉ែល។ បើយើងគិតទូរលេខទាំងមូល អ្នកប្រើប្រាស់ទូរស័ព្ទមានអ៊ីនធឺណិតមានប្រហែលមួយភាគបីនៃចំនួន ទូរស័ព្ទសរុប។
ជាមួយគ្នានឹងកំណើននេះដែរ ម៉ូដែល Smartphone របស់ក្រុមហ៊ុន Apple ទទួល បានជោគជ័យយ៉ាងសម្បើម ក៏ប៉ុន្តែបើតាមការអះអាងរបស់ Ovum បានបង្ហាញថា ម៉ូដែលAndroid នឹងត្រូវបានគេប្រើប្រាស់ច្រើនជាងគេបំផុតទៅអនាគត។
បើប្រៀបធៀបទិន្នន័យកាលពីឆ្នាំមុន ចំនួន Smartphone ដែលប្រើប្រាស់ក្នុងតំបន់អាស៊ីប៉ាស៊ីហ្វិកមានចំនួន១០០លានគ្រឿង ហើយត្រូវបានគេរំពឹងទុកថា ភាគរយប្រចាំឆ្នាំនឹងកើនឡើង ១២.៥%ក្នុងចន្លោះឆ្នាំ២០១០និង២០១៦ និងស្មើ៣២%នៃចំនួនទូរស័ព្ទចល័តទាំងអស់នៅតំបន់អាស៊ីប៉ាស៊ីហ្វិក នេះ។

Nokia ជ្រើស WP Symbian ស្លាប់មែនទេ?

ក្រុមហ៊ុន Nokia បានបញ្ជាក់ថា នៅឆ្នាំ២០១២នេះ ក្រុមហ៊ុននឹងដាក់លក់ Smartphone ដំណើរការណ៍ដោយ Windows Phone របស់ Microsoft តែមិនទាន់បោះបង់ចោល Symbian ភ្លាមៗបានទេ។

លោក Purnima Kochikar ប្រធានក្រុមទំនាក់ទំនងអភិវឌ្ឍកម្មវិធីនៅក្រុមហ៊ុន Nokia បាននិយាយថា បើទោះជាក្រុមហ៊ុនជ្រើសរើសប្រព័ន្ធប្រតិបត្តិការ WP ឲ្យដំណើរការណ៍លើ ទូរស័ព្ទម៉ូដែលវៃឆ្លាត របស់ខ្លួនដែលគ្រោងនឹងដាក់លក់នៅឆ្នាំក្រោយនេះក៏ដោយ ក៏ក្រុមហ៊ុនមិនទាន់បោះបង់ចោល Symbian បានភ្លាមៗដែរ។
ប្រធានក្រុមទំនាក់ទំនងអភិវឌ្ឍកម្មវិធីរូបនេះបានបន្តថា “ម៉ូដែល Symbian ជំនាន់ក្រោយនេះ មានរួមបញ្ចូលសេវាកម្មជាច្រើន ជាពិសេសនឹងដំណើរការណ៍ជាមួយទូរស័ព្ទដែលបំពាក់ដោយ Processor មានល្បឿនលឿននិងទំហំធំៗទៀតផង”។

យោងតាមការស្រាវជ្រាវរបស់ Ovum បានឲ្យដឹងថា Symbian អាចមានជីវិតដល់ឆ្នាំ២០១៦ឯណោះ។ មូលហេតុសំខាន់ដែល Nokia មិនអាចបោះបង់ចោលភ្លាមៗ ដោយសារតែក្រុមហ៊ុនមានការព្រួយបារម្ភខ្លាចបាត់ចំណែកទីផ្សារ ។
សូមបញ្ជាក់ផងដែរថា មកដល់ពេលនេះ Nokia មានម៉ូដែលលំដាប់ខ្ពស់បំផុតចំនួនពីរ ដំណើរការណ៍ដោយ Symbianគឺ N8និង E7 មានទំហំ Processor ត្រឹមតែ680MHzតែប៉ុណ្ណោះ ដូច្នេះក្រុមហ៊ុនត្រូវបន្ថែមទំហំ Processor និងកែប្រែ OS នេះបន្ថែមទៀតទើបអាចប្រកួតប្រជែងបានជាមួយ Android និងម៉ូដែលផ្សេងទៀត ៕

$319 million! Winning Mega Millions ticket sold

ALBANY, N.Y. — Just down the hill from where New York's leaders are wrestling with a $10 billion deficit, a tiny variety store in downtown Albany was abuzz Saturday with talk of a financial windfall.

The winning ticket for Friday night's $319 million Mega Millions lottery jackpot was sold at Coulson's News Center, just blocks from the New York Capitol building, a lottery official announced.
The phone rang non-stop Saturday morning, and a steady stream of customers passed through the newsstand and magazine shop to get coffee, the daily paper and, of course, lottery tickets, as word spread that the store sold the fifth-largest jackpot in Mega Millions history.
Store manager Steve Gallucci said lottery sales were up this week with the skyrocketing jackpot, but he didn't know yet who won. He expects to find out Monday from gaming officials.
"A lot of office people come in," he said. "A lot of regulars."
Coulson's, which opened in 1895, sits on a broad avenue across the street from the massive Gothic-style D&H Railroad's former headquarters and just around the corner from Jack's Oyster House, a storied restaurant where Albany's power brokers have for decades wandered down the hill from the ornate Capitol to cut deals over dinner and drinks.
The newsstand, with an unremarkable storefront adorned with signs advertising beer, cigarettes and other standard convenience store fare, is a regular stop for state employees who dominate the work force here.
Gallucci said the store had a $3.5 million state Lotto winner before, but nothing this big.
He said he has no preference who he hoped would win.
"I just hope it is somebody who's going to use the money in a good way," he said.
The final sales numbers pushed the annuity value of the prize to $319 million, with a cash value of $202.9 million, for the drawing that includes 41 states, the District of Columbia and the U.S. Virgin Islands.
The largest jackpot in Mega Millions history was $390 million in March 2007, and there have been three others higher than Friday's prize.
But the most recent winning ticket has the distinction of being the largest jackpot for a single winning ticket in the game's history, eclipsing one worth $315 million that was sold in California in November 2005.
It's the second big lottery win around New York's Capitol since December. A couple from Saratoga County, about 30 miles north of Albany, won a $48.8 million Powerball jackpot on Christmas Day.
The Mega Millions jackpot-winning ticket has been sold in New York 24 times since the game started in the state in 2002.
The earliest the winner, or winners, can claim the prize is Monday, because lottery offices in Schenectady are closed for the weekend, New York Lottery spokeswoman Carolyn Hapeman said.
The winning numbers in Friday's drawing were: 22, 24, 31, 52, and 54, and 4 as the Mega ball.
Hapeman said the winner has a year from the date of the drawing to claim the prize and that the holder of the winning jackpot ticket has the option of taking the prize over 25 years or as a cash payout.

WTO rules against U.S. in orange juice dispute with Brazil

RIO DE JANEIRO, March. 25 (Xinhua) -- The World Trade Organization said on Friday that the U.S. anti-dumping duties on imports of Brazilian orange juice violated international trade rules.
In its final report, the WTO ruled that the U.S. anti-dumping proceedings related to the orange juice are inconsistent with article of the Anti-Dumping Agreement.
"In light of its findings, the Panel recommended that the United States take the necessary measures to bring its measure into conformity with its obligations under the Anti-Dumping Agreement," the WTO said.
Brazil is the world's largest exporter of orange juice, selling mainly to the United States and the European Union.
The United States imposed up to 60 percent of tariff on Brazilian orange juice, which Washington claimed was being sold at artificially low prices.
Welcoming the Panel's findings, Brazil hoped the United States "brings its measure into conformity without delay as a clear sign of respect to the multilateral trade disciplines."
The Brazilian government said it is closely following the progress of the U.S. Department of Commerce's "proposed rule," which will end some uses of the zeroing calculation of anti-dumping duties against foreign products.

Lower Mekong Countries discuss Laos’s Xayaburi Mainstream hydropower project

"Four lower Mekong basin countries has started discussing in friendly manners in group to seek best conclusion for Laos to build Xayaburi dam which produced 1260 megawatts electricity, the statement from Mekong River commission said on Saturday.
“They agreed that they would join with the intent to seek a conclusion at the newly-scheduled meeting on 21 April 2011 and when the deadline is April 22,” it said, adding that the four met in Cambodia from 24-26 March. The Xayaburi project is tabled as one of a wide range of agenda items at this meeting.
It added the deadline for reaching a decision comes closer; four Lower Mekong Basin Countries have agreed to convene a special session on the prior consultation process for the proposed Xayaburi mainstream hydropower development project, before “determining how they should proceed with the proposal”.
The countries, Cambodia, Lao PDR, Thailand and Viet Nam, reached this decision at the 33^rd Mekong River Commission (MRC) Joint Committee (JC) Meeting in Preah Sihanouk Province which ends tomorrow.
IThe prior consultation process is one of a number of protocols in the 1995 Mekong Agreement to promote cooperation in sustainable management of the basin's water resources and avoid regional disputes developing.
It added: The Xayaburi hydropower project would be the first such project on the Mekong mainstream downstream of China and would be capable of generating 1260 megawatts of electricity, mainly for export to Thailand. The developer is Ch. Karnchang Public Co. Ltd. of Thailand who negotiated a tariff agreement with EGAT in July 2010.
The Xayaburi project, proposed by the Government of Lao PDR, falls under the MRC’s Procedures for Notification, Prior Consultation and Agreement (PNPCA) process, which require that the four countries come together with the aim of reaching a conclusion on the proposal within six months of its submission. The deadline for the end of this formal process is 22 April 2011.
The Xayaburi project, designed to generate power for consumption in Thailand and Lao PDR, is tabled for consideration, among other management, organizational and procedures-related matters, at this internal meeting.
“All members have considered about the impact of development of Mekong River and social -economic and environment matters for mutual benefits of people’s health and natural resources,” said Mr. Sin Niny, Vice-chairman of the Cambodia National Mekong Committee and Alternate Member of the MRC Council for Cambodia who presided over the MRC Joint Committee Meeting 24-26 March. "We considered about the dubstainble development of this river and today meeting is remarkable. we put things on table for discussion, he noted. It also implemented with 2011-2015 policy of Mekong river commission.
